This time is a solar panel hack. Mathieu was interested in using some solar cells indoors. He probably watched Dave's "Solar Panel Hope" video. He built a development board to test the performance of his identical solar cells. He also charged a lithium cell, as well as drive a load.

The chip used in the article looks interesting. I will save the datasheet for further reading.
