Does the $1200 IONA Tech StatIQ wireless ESD monitor actually work? or is it just BS?
And if so, how does it work?

It could also be sold as a scifi prop, the spinning gold part is just wild.

Indeed!
If I had done a modicum of reserach I would have found out it's a minature Field Mill.

Basically a classic field mill. I've been building field mills for some years now.
The reason why it's gold plated actually is not corrosion, as you might suspect.
It  is because gold (1,69V) is galvanically closest to oxygen (1,76V).
So that increases the accuracy of your field mill.

If designed correctly, field mills can be pretty accurate.
The challenge when designing a field mill is having an instrumentation amplifier with extremely high CMRR, as jt will pick up all the 50Hz noise around you from the power lines.
