Sorry Dave but I don't do Twitter. The antenna you spotted is a ham radio antenna and it probably operates on all bands from 10m to 40m. They have various names and the following links give you some idea of the possibilities:
My first thoughts were that might be a multi-band shortwave reception antenna. That antenna's elements look like they are complete loops compared to the VK2ABQ design which uses two insulators per wire loop to turn half of it into a reflector.
After looking at other designs, even though I can't make out any insulators in the photos, I have to agree with some of the other responses that it looks more like a G3TXQ CobWeb or G3TPW CobWebb style antenna.
