The holes at 14:10 are to reduce the material usage by keeping stability.

If the engineering students learn something from that
nonsense, maybe the money is not wasted totally.

No idea if the project is feasible or not, but if it is not feasible, then training students and engineers is not a valid excuse. Students and engineers will gain experience just as well by building viable projects.
