or collecting -ve feedback strikes from people, like you just did? i thought we will not be able to give feedback once the deal is cancelled, and i didnt know about the paypal non-refundable fee. but since i played straight i didnt have to involve myself with such a mess. he can hold the deal forever you know, so is your credit, until you raise to a dispute (14 days expiry) of non-received item and another days for raise to a claim, or until the protection is expired (if you forget to raise dispute) and your credit/money belong to him to withdraw freely.
i experienced this before (claim process) and its unfortunate that i currently have 3 open cases in paypal for non received items, one from germany, 2 from china, + another one from our local shop, due to not as described item, i have to repack it (after few days of waiting for seller's reply acceptance of return), consumed some of my resources (tapes) and wasted time and got it returned at my own cost at the nearest courier office just today. which on each case of non received item can take more than a month cycle from payment to credit refunded to my card, before i can reuse it for another purchase, if i hit my credit limit, i have to wait until the process completed or top it up at nearest ATM if i have to make it quick. a time wasting process, i'd rather leave the scammer alone or if i care about others, i'll simply report him to ebay.
