  You may laugh, but in my country when such items are sold (from army for example), there might be such a high lower price limit because of the price of silver/gold/etc that unit contains.

I'm not gonna laugh but labor must be really cheap there. Gold is only 1200 or so an ounce, silver 14. To make any money after paying for the garbage and delivery you'd have to get a fair amount of very high purity product that I'm not sure exists. Once you smash things like that you're going to recoup even less. Unless you're saying they simply price it such that if you had 100% recovery rate of valuable metals you'd break even?

Exactly. For example, in the manual for some old scope produced in USSR time there is a table - how much of each metal it contains, so a selling organization has a choise, just send it to recycling and maybe have nothing (not sure if they even have those money in return) or sell it through an auction or so, but the minimal price will be the one calculated using this table + some amount (based on age/state).

For example, С9-7 scope http://printsip.ru/radioizmeritelnye-pribory/ostsillografy/ostsillografy-universalnye-s1-s8-s9/item/s9-7 is selling by army http://bsk.by/catalog/?q=%D0%A19-7+&s=+, and it is said that from its 340$ price 200$ is cost of 'precious metals'.

also there is a user on this forum that has a old 1900's car that is crapped out just like that test equipment (cracked axle)


If you ever read the booklet for old gear (like WW2+ era) for the military, they will have a page in the front of the book that tells you acceptable means of disabling the equipment (typically pickaxes and grenades)
