carlitos, the first problem you'll have to overcome is convincing people that this request is legit. But maybe the bigger problem is that if you cannot afford to pay for a scope then you cannot afford to pay to have a scope shipped.  Maybe you will be fortunate and find a benefactor that's willing to:
1) believe you
2) give you a scope gratis
3) pack and ship a scope gratis

Those are long odds for all three to align.
A more probable positive outcome in your favor would be based on a different approach.
This is what I would do if I were you.

1) find all local HAM operators and go meet them in person, there are still HAM clubs
2) tell all your family, friends, neighbors what you are trying to acquire and why, show them pictures of a scope
3) place an ad in craigslist
4) find electronics repair shops and tell them your story
5) never give up
6) talk to the local universidad
7) etc., you know your area best, use any/all resources

buena suerte!

Hard task especially the shipping part, but still, maybe there is a good soul around here on EEVblog with some extra money and willing to help carlitos.   :)

How about some verification?  Write an essay about what an oscilloscope will do for you.  Explain how  you will use it.  Describe what an impact that oscilloscope will have on your life.  This is the way of success.  Putting in the work to make your own destiny.
Chinglish poetry: In the hot summer. In the car ran full steam. It tastes strange. For this worry? With this fan will bring you a cool summer. Suitable for all kinds of cars. Agricultural vehicles. Van. Tricycle.

(Ponders to self: why do they always give examples or are studying subjects where you'd expect a multimeter / RLC bridge / frequency counter / logic analyser to be more helpful, but they invariably want an oscilloscope?)

perhaps I am taking crazy pills but if you are attending school, the labs should have all the equipment you need. Somebody in your class is going to have this equipment - they will not be using it 24/7 so why not share? form a study group.

yeah, there is a electronics lab with about 10 oscilloscopes, the problem is that is always full, there's always class in those labs and we dont have access there very often, I need an oscilloscope because our projects sometimes come very big, and we need to make it in our homes
