Same deal as TRIO Smartcal have had for a little while I think.  TRIO Smartcal are slightly cheaper on the power supplies at present too.

Measurement Innovation do it as well. Told them how much Trio Smartcal was willing to sell it to me(an E3610A) and they beat it... by 5 bucks. Better than nothing though.

Yeah, it's an Agilent promotion, so in theory every supplier should have it.
The supplier give you the meter, and Agilent reimburse them.
It does seem like a very sweet deal, particularly on the low end PSU model.
