Arc travelling sideways

This looked weird and reminiscent of my days with a neon-sign transformer and a Jacob's ladder.
I expect the breeze was pushing this sideways but green arcs (from experience) have plastic involved.
I'd guess the conductor's insulation was supplying smoke, which greatly lowers the air breakdown voltage.

To my knowledge, high voltage powerlines are rarely if ever insulated though.

You do sometimes see insulated overhead wires, lets the power company get sloppy with the tree trimming.
Doesn't look like it though, at least around here that wire is usually spaced much closer in a diamond shape bundle with separators every 10 feet or so.
