Once in a while it seems like it would be useful to have a local copy of a particularly interesting thread.  The Tek2465b, and Keithley 2001 among others come to mind.

Does anyone have any useful tools that would do that (eg, make local copies of text, attachments, photo, etc and keep the structure intact) ?  I don't want to copy the entire forum, just a specific thread and package it nicely in it's own directory

I save as PDF.
Modern browsers allow you to save the theme as a PDF. You need to open all pages on one sheet and then save everything as PDF.

If you want to download, then there is software that allows you to do this. For example TeleportPro...

There's File > Save page as... (and choose "web page, complete)
Which works okay for simpler things. Just put it all in its own folder.

But not so much for something that has 10 or 20 or more pages, with attachments.

Very careful use of WGET, from the topic's base URL and with limited recursion depth and access rate could capture a thread to a folder tree full of HTML and other files.  However if you get its parameters wrong, WGET will happily try to download the whole forum and maybe the rest of the internet, which will get your IP address and any associated user names banned by our admins.
