The issue is that the trackpad does not work while any of the alpha-numeric keys are pressed. DELL LATITUDE 3340, win7 pro

Do you mean, hold down a key and the trackpad no longer moves the pointer? My HP does the exact same thing. I'm pretty sure this is common across most systems. I can hold down a key and use my mouse and the cursor moves, though.

Sounds deliberate; many laptops have a setting which intentionally disables the track pad while the keyboard is in use, to avoid inadvertently moving the cursor and clicking on things while you're typing.
Have a look in the control panel to see if there's a Synaptics touch pad driver or similar. You can probably set it to work however you like.

This is intentional and I have it enabled on my Thinkpad as well. Imagine if you are typing away, pass your wrist over the trackpad and highlight some text, then hit another letter, you will lose the highlighted text.

Look in touch pad settings for "disable keyboard whilst typing". Yours will likely have similar settings buried somewhere.
