Here's a link to the actual bill: https://legiscan.com/CA/text/SB244/id/2832427

How do you define "fair and reasonable" with regard to cost?

Impossible to define in law, but would end up in court if e.g. Apple were charging $200 for a battery and Samsung were charging $50.  Those kinds of suits are expensive for companies to fight, they're going to avoid it if possible.

When I called Fluke about a Fluke 116 DMM that failed during warranty period they told me to send it in for them to destroy it and then they send me a new one. So if the meter is out of warranty they do not repair it or sell any parts. Does this apply to the right to repair?? I don't think you should force manufacturers to sell parts or repair what they sell. However, I do have problem with the fact they prohibit you to modify their firmware code. If you buy something you should have the right to do anything to it.
