Get ready for some doublespeak, SA is off and will never be turned on (not even implemented on recent GPS satellites?).....    but:

--- Quote from: http://www.spaceref.com/news/viewpr.html?pid=1657 ---Additionally, we have demonstrated the capability to selectively deny GPS signals on a regional basis when our national security is threatened.  This regional approach to denying navigation services is consistent with the 1996 plan to discontinue the degradation of civil and commercial GPS service globally through the SA technique.
--- End quote ---

--- Quote from: https://www.gps.gov/systems/gps/modernization/sa/IGEB/ ---The U.S. Government also maintains the capability to prevent hostile use of GPS and its augmentations while retaining a military advantage in a theater of operations without disrupting or degrading civilian uses outside the theater of operations.
--- End quote ---
Selective Availability (a named specific technical feature) will not be used but GPS (un)Availability in Selective regions may still be applied.

Russian conventional military forces are by large a Potemkin Village, partially conscript-based, mostly poorly trained unmotivated force armed with 50-years old equipment. Most of its alleged strength is just a PR. Of course there are exceptions (nuke forces, for instance). But the forces that are invading Ukraine are just as described in the 1st sentence.

Throwing name does not make any impression. Mongolian Armed Forces conducting join exercises with US Armed Forces does not tell anything about Mongolian military strength.

I guess the Taliban like those farmers wearing flip-flop with half century AK-47 beg to differ.  :-DD

On February 18th i had to travel by car for about eight hours, for a business visit. One hour before arrival i noticed that the GPS had ony 3 or 4 satellites, fewer than usual and half an hour before arrival i lost GPS navigation. That wasn't funny. On the way back, i mean after some hours, everything was normal again. Wondering what was the reason, after thinking about a russian satellite destruction test and about GPS reserve satellites coming online, i agreed to myself that the observation was caused by bad weather or by the age of the GPS receiver. All speculation.

if push comes to shove the West is not immune to getting satellites hacked ether. eye for an eye.
can the EU live without Russian gas to keep warm ?. or would they prefer the instant thermonuclear option.  :o
