The most common reason for climbing towers used to be replacing the flashing red beacon lights (required by the aviation authorities).
But the incandescent (or flash-tube) emitters are widely being replaced with LED for the obvious reasons of much longer useful life and reliability, etc.
There is also the matter of repairing ice damage to the antenna structures, but that is probably not what is the reason for those fair-weather videos.
