When asked to verify just ignore it, then open a new tab and type again the gmail URL in the new tab.

Sign into Google, not directly to gmail, click the round blue I account button, then [Manage your Google Account] and you can update your recovery phone number.  Caution: DO NOT attempt to change your password until you have a valid means of account recovery in place!

So you've got Google's 2FA enabled and have lost access to your 2FA device.   If you don't have a backup 2FA method set up, or a browser with cached credentials that will let you log in with 1FA, you'll have to go through Google's account recovery process which can take a day or so if they need to manually verify your identity.
