Ceramic resonator vs crystal

Do resonators need more drive power than crystals? Since they have lower Q?
Pretty sure if a datasheet specifies a ceramic resonator, I can just slap in a regular quartz crystal, but won't it be over-driven? We're talking uW in any case but...
Doesn't a crystal oscillator also take longer to stabilize? Is there some risk of inconsistent power up state?
