From the title I was hoping they were releasing LHC schematics so everyone can build one in their basement.

you need a basement the size of a big city.
if something can select, how cant it be intelligent? if something is intelligent, how cant it exist?

For starters, you can read the LHC design report to get some idea how to proceed :P
