Around which chip they are based? I'm thinking about models which pops up on ebay in the range up to 20 dollars

hard to say, you will find even some with ICL7106.
A good and "cheap" (meaning costs) dmm-chip manufacturer is e.g. cyrustek.com.tw

If you are just looking to get the cheapest, at minimum get something from the UNI-T range.
Just an idea for an branded item with good name.

this one is not too bad, on sale they go for around $3.00 USD. The only problem I have with it.....no continuity beep and it take one of those weird 12 Volt batteries that are used in lighters and remote controls. But no too bad to kick around the car or desk for low voltage/current stuff. I give them away to prospective students that want to pick our shop. It's the cheapest I've found yet. When I get back into work Tuesday I'll take some internal pic's.
