Cheapo DisplayPort to HDMI converter issues

Bought a no name, cheapo DisplayPort to HDMI adaptor - it worked after messing around with "xrandr" in Linux (Elementary OS), but then the next day I had issues with green lines and/or flashing green pixels/flashing red pixels.

I took it apart - there's a 48 pin (UNMARKED) IC in there, a level shift I am sure, but the solder job on the wires inside the DP end are as seen (attached) - they look barely soldered - the strands do not even appear to be tinned! Is this likely the cause? many thanks.
