I always thought the reason for these smart readers was to make meter reader persons who go around the country reading the meters obsolete

You can just make the client read the meter. It is like this in my country for all utilities - water, electricity, natural gas. Obviously the meters get checked once in a while, but every month I have to write down the indicated number and pay for the difference.

... largely in response to the rash of people stealing copper wire and pipes from empty buildings and selling it as scrap.

I thought that was typical for my country and Balkans region, but now I can see that became global   ;D

I dunno about global, but the US economy had a lot of people on the ropes. Still does in many areas.

Not just copper from buildings, either. Car dealers have had lots full of cars stripped overnight of their catalytic convertors. One cat of the right type can fetch a couple hundred bucks, and a cutting torch can make quick work of it.
