constant voltage LED driver: is it any special?

As per question in the title: does a constant voltage LED driver have anything different from a simple stabilized PSU (e.g. the classic linear with 78xx)?
Some LED driver description mentions about circuitry to improve PFC and reduce harmonics on the mains side, but... are those an issue of all LED lighting, are related to dimming or what else?

A CV LED driver is just a power supply, however it might have more ripple than something sold as a power supply, and possibly different approvals.
