content management program that works like wikipedia?

I'd love to use something like wikipedia to create note about stuff and link to other note like wikipedia does. I know that you can manhandle it into working on your local machine but I would rather have a standalone program that does something similar. Is there such a thing?

If you only want it for personal use, limited scale (e.g. a project) then consider tiddlywiki. https://tiddlywiki.com/ Lightweight, e.g. revision control is creating a new single HTML file containing the entire wiki.
