Could Capacitive Anti-Gravity Be Here Already?

--See below link for an article from Boing Boing about Dr. James Woodward of California State University at Fullerton and his thruster which does not require reaction mass. Its principle of operation, uses Einsteinian relativity to change the inertial mass of capacitors. Or as Dr. Woodward describes it:

 "In principle, you could try this yourself by using a stereo amplifier to power a speaker that has been repurposed to vibrate a capacitor at, say, 20kHz, while you would also charge and discharge the capacitor at 40kHz."
 
 --I know it sounds crazy, but this guy is getting some serious attention from some important physicists. Also NASA is playing around with a potential reactionless thruster, based, as near as I can tell from the the limited information available on the Casimir effect. See second link below for an article about the NASA effort.
 
 --The reactionless thruster would indeed be a form of Anti-Gravity, and combined with something like the Polywell reactor, and could take us to the stars, tout de suite. That toot sweet for those of you from the Big Apple.
 
 --No doubt some of you understand what these folks are talking about better than me and my bone head level physics and calculus. So please feel free to hold forth.
