Why doesn't this exist? In theory destination rates are standardized by the UPU, so once you get your package onto a flight the costs should be the same regardless of where you are shipping from. We already have canada post facilities (and lots of close-by post offices) at major airports, so why can't they offer such a direct-to-ePacket service at those post offices?

Because ePacket is something China (and Hong Kong) developed and proposed to the postal services of the USA and other countries in order to facilitate and lower the cost of shipping of their exports.
I guess other countries could do it but they haven't. Maybe because their exports at the retail level would not justify it.
