Electrolytic caps are no more used in laptops at all. Only polymer, tantalum and ceramic.

I wonder what chemical was responsible for the smell.

Plastics have plasticisers and other stuff in them that can outgas over time, but none of them really smell that bad (and some of them smell rather pleasant too.)

Yeah, I also like, when I open some Chinese plastic something, and I have to put it outside for two days because it smells horrible. I hope for Dell it was worth the 2 cents they spared for not using proper plastic.

I thought it was due to Dell trying to give their computers a CAT rating.

The laptops are marked territory by other cats at the factory so your cat will not sleep on your laptop. :-DD
