Israel has had a similar pipe system in operation since 1984, to generate power using the thermal gradients in the Dead Sea.  However, its just not enough for the demand these days, and human development has siphoned water out of the Dead Sea, leading to dropping water levels.  They are now changing the scope of power generation there to something more traditional: waterflow by tunneling into the Mediterranean.
