Hi are there any free editing tool  which allows the editing  of PDF + .DWG

Proprietary .DWG has been the bane of 3rd party people since inception.
For OpenSource (free) editing, 1st try converting those files to '.DXF'...
On OnLine Converter......
   https://cloudconvert.com/dwg-to-dxf
A Downloadable Converter......
   https://dwg-dxf-converter.en.softonic.com/?ex=CAT-752.0
Then use the free 'Inkscape' vector/graphics software to open .dxf files.

Diagonal of 1x1 square = Root-2. Ok.
Diagonal of 1x1x1 cube = Root-3 !!!  Beautiful !!
