mounted in electronic circuit new unused aluminum electrolytic capacitor has the internal chemistry and seal different from a used aluminum electrolytic capacitor manufactured in the early 90's and 2000's? in this case reforms to a certain number of days or months or years is different for each one of them? Does the age of the aluminum electrolytic capacitor change its internal chemical properties?

You replace one capacitor for another of the same spec. What's the question?

Modern parts are designed to withstand the cleaning solvents used for SMD assembly, but that does not affect the internal chemistry.  The primary change with age is evaporation of the electrolyte.

if I have old electronics from the early 90's and electronics from the early 2000s stored in boxes and I have recently unused electronics in storage, their frequency of use to keep the reforming electrolytic capacitors stable is the same because the chemistry hasn't changed by the age of new or old electrolytic capacitors?

The chemistry and processing has improved over time but is still based on the original.  The requirements for reforming the insulating layer are the same, but not a concern for low voltage parts.
