A hold down clamp?
A side view would help as to the function in this application.
What is it doing?
Voltage does not flow, nor does voltage go.

Sometimes they are called holdfast or hold fast clamps.

We call it a De-Sta-Co clamp, for the company that makes them.

Note that "toggle" in these names implies that the action holds after the actuator is pushed past a threshold.  Similar to a toggle switch.  The English word has other meanings for other applications.
