I bought a laptop from eBay and tried to install a Windows 10 on this laptop yesterday, but unfortunately failed,as the laptop didn't boot from Windows 10 installation disk.I don't why?

Bad disk, bad (dvd?) drive, not a DVD drive , bad laptop, too old of a laptop that windows doesn't like? The possibilities are ...many
Did you try the disk in another machine?
-
Not enough information to help you, is the optical drive functional? Is booting from CD/DVD enabled in the BIOS? What troubleshooting have you done?
-
Did you spill ectoplasm all over it, is the screen made of swiss cheese and you didn't notice? Did you hook it up to power instead of a pig's nose, and did you ensure that the battery wasn't accidentally and humorously replaced with a carved hard salami? Does the disc have a hole in it, and is it in the right location, is the keyboard not made out of actual Chiclets, and is the mouse not a live rodent? Is your firmware of appropriate hardness, and does the video card out put colours in the visible spectrum?
These are all very important questions to be answered, don't worry, I am an expert when it comes to computer maintenance.

That's a bootable USB drive that my brother made a long time ago,and my laptop is dell (3.7 Inspiron 15 3000).
I haven't tried it on another computer, but my brother told me it works.

I'd say this is the most likely (and also the most benign) cause.

Most likely the boot order in the BIOS is configured to try the hard drive before the installation disc. If it's a CD or similar it could be a problem with the drive, but often you would hear the CD spin up at least. If it's a USB thumb drive, try another USB port if there are more than one.

It's possible the computer's BIOS has a hot key for selecting the boot device. This allows selecting the boot device from a list of available choices without having to actually enter and edit the BIOS. All my newer machines have this feature. You could find out if yours does by either by checking the manual or using google.

As i know. Some BIOS don't allow USB boot until they see the USB device first. That is, you need to cycle thru the BIOS twice with the USB plugged in before the BIOS allows it to be a "device" that it recognizes.Or make a new bootable disk with this app (https://www.iseepassword.com/iso-editor.html).

Check the BIOS settings to make sure it doesn't boot from the HDD first.
If you have money left I suggest now would be a good time to go with an SSD as well.

Odd coincidence, I had a machine this week that didn't have an optical drive, I did have manufacturer original reinstall DVDs for it so I proceeded to make myself a bootable USB stick, it booted, pretended to reinstall but failed.
Plugging in a USB optical drive and booting from the same DVD I made the stick from allowed me to reinstall successfully.
I suspect it was to do with UEFI but it gave me no errors to suggest that, time is also improtant so I didn't bother to work out what the problem was.
YMMV but it may be worth checking in the BIOS settings for a legacy boot mode
