It's from 1950s. The aluminum cups on the back appear to be photocells for remote control. I'd love to see this in action. I don't understand why they don't fix the batteries and power it up.

That's the coolest thing I've seen in a while. It looks like something from a 50's sci-fi film.
Imagine having about 20 of these in the front yard attacking the postman. I wonder if there are any vacuum tubes in that thing.

Looks like a very nice steampunk sculpture made up of bits and bobs from old electrical and automotive equipment.  Very cool - but not particularly "cybernetic".
