very low voltage - not a problem as skin isn't conductive enough for a significant current to flow.

I've seen testers that output 2000A - max output voltage 3V. Of course - the big problem with it is the heat generated from the connection. P=I^2 * R so 2kA into a 1m ohm resistor produces 4kW.
