My first question is - when was the lens cleaned last?

Some webcams have the Focus adjustable.
You need to turn the front of the lens until it is in focus.

Also, for the webcams to work properly, you need a LOT of light. If you do not give it lots or light, then the picture will be grainy, and the framerate drops down.

Looks like the protective plastic film is still in place.

To me, it definitely looks like there's a film of something on the lens....

Is there a cigarette smoker around?  Is it a dusty environment?  I'd suggest try giving the lens a clean before spending money.

After exhausting all the suggestions already mentioned above (focusing, cleaning the lens etc...) may I suggest perhaps a second hand Logitech camera off ebay? You can get some good buys out there for basic cameras. Just make sure to do your homework first and ensure you can still download drivers for your operating system. Some of the old Logitech cameras have no drivers available past Windows 9x or XP.

If you're just recording short ad-hoc videos like the one in the OP, could you just use your mobile phone in a mount or holder?
