Element is opensource app that allows to connect to self-hosted messaging servers.
Google banned this app, because someone posted something on his private server, using this app.

As analogy i can draw, if they ban 121GW multimeter app - because someone brought multimeter and used it in a sanctioned country or used to make something illegal.

Censorship and lawlessness of big companies is totally out of hands.

Technically they can block this as well, and start scaring people by showing that it is malicious program. (Google Play Protect. For now you can disable it, for now...)
Or just can make it walled garden, like iPhones.
