No, it's done by a phonetic keyboard typist (a stenographer; on a stenotype keyboard typically.)

This means the potential for similar sounding words to slip in is high because there might only be a slight phonetic difference.

You don't type full words just the sound of them. Very skilled job, something around 200 wpm average.
