Harbin Ice building LED lighted festival!

Ice festival in Harbin Manchuria, quite spectacular full size multi level buildings with LED displays inside Ice as screens.

I wonder if they're any permanent ice buildings, at very high latitudes/elevations?

Unfortunately, Harbin is not as cold as you think.  ;D
I know, it's only cold in winter. Summers are quite hot, similar to Sydney, but with hotter days and cooler nights.

I was wondering if there's a permanent ice hotel somewhere where it doesn't get above freezing, even in summer. I suppose most places with icecap climates are too remote to make it practical.
