It's a tiny needle in a titanic-sized haystack looking for it!  :-DD I've listened to probably a dozen different artists already and can't seem to find anything that matches.

Perhaps a better idea of the genre would help. You mentioned Jean-Michel Jarre, so does that mean sort of electronica but not techno/dance? More ambient, synthesizer-sounding? Are there strong beats? Tempo? Anything else that might help narrow things down. Audio clips on top of music but no chorus/verses, just someone saying "Titanic" in the middle?

That is exactly how I would describe it.

It is not like trance/techno, so no strong beat, but there is are drums setting the rhythm.

Exactly.

"Titanic" is said multiple times. The structure of the music is such that tension builds up multiple times and then on "release" of that tension the word Titanic is said.

The audio clips only present at the beginning/end of the composition, kind of setting up the stage and providing the closing.

Ok, I guess Era should have come to mind, but if I'm not mistaken I've looked at their songs and did not find it.

EDIT: I'm not finding this in the Era discography.

EDIT 2: I'm totally confused who is author here.

EDIT3: Ok, I'm not senile. It is not Era. It is something called "Ocean Voyager - Titanic Expedition".

The first two comments: "You have no idea for how long i was looking this song." and "finally i've found this song :)Thanks"

Something about this makes is very hard to find.

 :-+ Alright! I don't know why, but I was hunting pretty obsessively. Very difficult to find a way past all of the movie related stuff. Discovered quite a number of artists I'll have to go back and listen to along the way.

After running out of normal lyric searches, I started thinking I might be able to find something more recent that had sampled what you were looking for. No luck after listening to a bunch of tracks. I then decided to set Pandora on my Isao Tomita station and started skipping thru related artists and searching with the word titanic. Eventually switched to my Tangerine Dream station and did the same thing. My fifth search was finally a success! This was a lot of fun, so thank you.

The funniest thing I found along the way was called Titanic by DJ Iceberg
