Where did you encounter it, do you know anything about what it may have been connected to or inegrated within? What other context can you provide for it?

Unless someone has seen that exact device and knows,  it seems unlikely anyone will have a good guess based on what you show.  Can you take it apart to see what is in the optical path and connects to or though those connectors?

That was my first thought, two terminals and what could be a zero knob (on the end of a taut band suspension).The window looks a bit elaborate with the clamping ring, and small though. If there is mirror visible behind it, it probably is a galvanometer though.

Maybe a simple ldr, or a photodiode, in a fancy enclosure.
Really hard to guess, make some voltage/ohmic measurements to see how it changes with light.

Thanks everyone for the ideas.
I made some measurements (voltage and ohmic) with the tester, but it does not react at all and does not output voltage.
I opened the top cover and took additional photos.

Mention the Siemens-Halske Logo at the top might helped a bit. I wasn't sure if that's the logo, because the picture wasn't sharp. But after daqq mentioned galvanometer it narrowed the search down substantially (Keywords I used Siemens Galvanometer Bakelit).

Edit2: That's strange the one you have seems to have a SH Logo at the top (so likely from Western Germany) while the one in the link above is from RFT (from GDR). Otherwise the housing looks very similar. It seems that the fixture for this gadget seems similar in east and west.
