From the looks of it is is either for a desk lift that has AC power with a battery back up, or is something motorised that is portable.

K1 switches the power source from battery (the default) to mains operation when power is supplied, and the microcontroller then is detecting mains is applied from the regular pulses from the opto isolated sensor OK1, so then knows there is AC present. The battery voltage is monitored by the voltage divider R17 and R16, and this is used to control the charging of the battery via K4 and R19 to limit current, probably with the software disconnecting when the float voltage is reached, then reconnecting when it is lower, probably via a delay of sorts to keep the relay operation cycles down, likely a 10 minute delay on closing once charged. When mains is applied the motor operation will be powered from the mains, and likely when AC power is removed K4 is opened, so the relay drops out and the battery takes over providing power, with C3 providing enough current during the change over so the microcontroller does not reset itself.

K2 and K3 control the motor, 12V at 3A, using input from some remote wired controller fed in via X4, isolated by OK2 and OK3. The 3 status LED's do something, probably one is AC present, one is up and the other is down, with the AC status LED likely blinking when on battery, and staying off, or flashing very briefly when the battery is low. Otherwise IC1 is a standard 5V regulator, probably a 78L05, there to power the microcontroller alone.
