The led lamps I have work at +-9V 300mA, 3W
You can feed 12V but they don't shine brighter, I didn't measure the current or lifetime at 12V.
So I could interprete the numbers being:
-3.5W dissipated in the Led itself
-constant 330mA current rating
-up to 12V maximum input, or: 12V input, the internal regulator takes what it needs.
the "12V" can also be interpreted as: NOT 230V
