Is there a rule of thumb for volume discounts on simple components?

I'm wonder if there is a rule of thumb to guestimate a range for the cost of an item at a specific volume when you know the cost at a larger volume.
Yes, I know the question is a bit subjective. Lets say the item is just a simple component and is a stocked part.
eg, you know that a factory will sell an item for $0.10 if you buy 10k of them.
Is there a way to guess a range for how much an item should cost at a qty of 500?
Mainly so you can go into price negotiations with some idea what is fair.
I'm mostly thinking of sellers on Alibaba.

Digi-Key lists pricing at different quantities (chalk and cheese, I know). That might give you a starting place. Ultimately, I think that just like shopping for a new car, the biggest guns in your negotiating arsenal are quotes from competitors.

I would guess 11-13c at 500pc quantity.
