Short happy story here to report.

I bought a scope form Keysight Ebay, and it was quickly delivered in Germany.
Everything was in great condition but I decided to return the scope for other reasons (it's another story).

I shipped the device back to Keysight but it did not go through the Malaysia customs (yes you need to return the device to the Malaysia Keysight Headquarter) for some reasons.
My scope was (well, it is still) held by custom import for about 10 day.
After opening a case at the Malaysia POS, I contacted Keysight and they took care about this incident as expected.

They even gave me the full refund BEFORE to get the scope back in their hands.
They will be very happy because the scope is in the same immaculate condition as when it came to me (it did not even smell like a used device..  ).

Respect to Oliver, Martina, Lim and Chen Lai and all the others Keysight associates.
Wonderful job and happy customer here.

I post this to spread the nice experience, normally only the bad ones goes out in the www.

Now I really wonder how used devices smell and whether I got lucky so far in that regard.

Only things that tend to be horrid if you buy them second hand are musical instruments and consumer electronics. Lab instruments, unless they've been in some rancid nicotine soaked ham shack, are usually fine. That's a relatively recent thing though. 25 year ago I worked in a company that had a smoking room next to the labs.

what about ROHS and EU/Italy - only a few of the new scopes are ROHS compliant - no problems there?
