Well, no. It's not about being politically correct. It's about not being a troll.

Yes, I do find Limor's style slightly grating, but not to the point of ruining the interview. There's nothing wrong with pointing that out. However, complaining about the fashion sense of the interviewer is not "free speech", it is trolling. It's inflammatory, it's extraneous, and it's most definitely off-topic.

Let me answer with a poetic question. What on Earth does that have to do with the interview?!

Depends. A compliment can be different, because there's no air of criticism or implication that you think that's important, you're just noticing it. When you say you don't like it, it comes across like you feel owed a more 'professional' look, whether or not that's what you actually intended.

And for what it's worth, compliments can come across that way too - an air of "congratulations on living up to my appearance standards". Hard to tell without more context than just that one sentence, you very well might get people who think you meant it that way.
