The "thing" now works fine again (after replacing the electrolytic cap). The cap orignally rated 2200uF / 6.3V, I replaced it by whatever I found in the junk box (2200uF / 35V).
Bonus points for everyone who recognizes the "thing"

Without googling I'd say its a Tecktronics Oscilloscope, should be a TDS220 or a very similar one
