What is the story regarding the poor quality solder joints and alignment of some of the SMD components? Is that related to the meme?

The appearance of this potentiostat PCB is explained by the fact that Dryden used the popular "solder paste without a stencil, followed by extensive rework" technique.  ;D  But anything beyond a punny bear may be reading too much into it.
