Need a GNSS positional receiver with low phase delay

I'm in need of a GNSS receiver with low phase lag.  By this I mean if it's moving along tracking position and the vehicle slows down it needs to reflect this and not "rubber band" out in front of the actual position.  Secondary sensing like a wheel rotational sensor would be okay, but it needs to either be integrated with the positional receiver or have an open file format so I can update the positional track myself (I don't mind writing a bit of software).  So it doesn't need to be real-time accurate, only correctable a posteriori.  Speeds are low, no more than 30-35mph, mostly looking at a 15-20mph range.  Satellite views vary, and some positional error is fine but phase lag isn't.   I can't possibly be the first to need this, so any ideas?  (My initial thought is to use a wheel positional sensor to measure wheel rotations, integrate this to distance traveled, and use that for compensation myself in a post processing step using software I probably get to write myself.)

Some GNSS receivers (uBlox, for example) support commands to adjust their internal dynamic platform model. Perhaps this will get you closer to what you need?

Some GPS receivers can be configured for a faster solution and update rate like 5 or 10 Hz which will help considerably with lag.
