Everywhere has problems. Child abuse in the UK, racist cops in the US... Keep in mind that there are 1.2 billion people in China as well, so instances of stuff like this are going to be higher than for smaller countries.

That there are crimes that attract capital punishment in China that in western democracies would attract short jail terms or not even be considered crimes at all (eg political offenses) would be sufficient reason alone to ban transplant tourism to China. That is without even needing an ideological opposition to the death penalty or considering the allegations of organ harvesting extending to extrajudicial killing. From what I've read so far the only democratic governments to enact such bans to date are those of Israel and Spain. That seems a bit of joke to me.
