In many jurisdictions, the 'do not cut' can be used as a way to sell certain media signal 'improvers' that are theoretically capable of stripping copy protection or decrypting the signal. With the track intact, its a perfectly legal device that re-times, restores and buffers the signal (in addition to any other legal functions). Cut it and use it on a protected signal, bye-bye protection, and you've just become a criminal!

Compaq in the 90s was pretty well known for putting symbols and pictures on their boards.

Maxtor also used to silkscreen pictures on hard drive boards in the 90s. But I can't find any picture offhand.
Cisco apparently did as well.

I don't know what that particular track does, though it would be good to find out :).
If anyone was wondering, the PCB is a Blizzard 1230 MkIV - a 68030 accelerator for the Amiga 1200.

The Compaq ones, you used to be able to tell the internal code name of a particular board or system from the silkscreen on the board. I'm pretty sure right up until the end, the ALL had it - somewhere. At first they were usually easy to find, then they started moving them around, it was sort of a game to figure out the code name by finding the logo.
