Looks like a zener regulator board. Input to the power resistor, output on the 3 zeners in series and a bypass capacitor.

The color coding should match the Zener's part number: 1N845? (grey-yellow-green? I can't figure that out from the photos).It could serve any purpose, but it is surely part of a larger backplane or test jig of sorts with the large connector. The size and type of PCB material hint to me it is late 1960s at the earliest.
