I don't think you can report a crime unless you're fairly sure one occurred. Transferring money to the wrong person is unfortunate, but isn't covered under Paypal's protections so I can imagine they won't help you. I can only assume they looked into the IP addresses and and login attempts involved and saw nothing out of the ordinary. |

Yes that is what happened Mr. Scram. I wouldn't have any trouble getting law enforcement involved since the person admits they received the money through no action of my own and refuse to return it. In any event a visit from the police is never pleasant and most normal people don't look forward to that. |
